First-time Users: If this is the first time you are using OSC’s e-Filing application, please proceed below to the Complaint Dashboard section to start the complaint submission process.

Returning Users: If you cannot access your account, please follow the password recovery process.

If you have already started a complaint, but you had not completed your submission
:

  a. Please click on the above “Login” navigation link to log into your OSC e-Filing account.
  b. After you have logged in with your user account information, please scroll down the page to the “Complaint(s) in Progress” section.
  c. Click on the appropriate “Resume ______ Complaint” button to return to your complaint form.

If you had elected to submit two different complaints (e.g., Disclosure of Wrongdoing and a Prohibited Personnel Practice), and you had completed only one of the complaints, to continue on to the second complaint:
  a. Please click on the above “Login” navigation link to log into your OSC e-Filing account.
  b. After you have logged in with your user account information, please scroll down the page to the “Complaint(s) in Progress” section.
  c. Click on the appropriate “Resume ______ Complaint” button to return to your second complaint form.
